FORT BELVOIR, VA – On June 8, Applied Training Solutions, LLC (ATS), successfully designed and supported a critical training exercise for the U.S. Army Garrison (USAG) at Fort Belvoir in Virginia. ATS facilitated the Full-Scale Exercise (FSE) as part of the Installation Management Command (IMCOM) Military Installation Exercise Program.

The FSE encompassed a simulated 6.8 magnitude earthquake designed to test the Garrison’s response and recovery mission areas at multiple incident locations across the base.  ATS initiated constraint-focused exercise conditions for Fort Belvoir’s response capability: personnel injuries and fatalities, disruption to critical resources, and degraded base services. Throughout the event, the ATS team worked in-concert with Fort Belvoir’s lead exercise planner to ensure event injects appropriately challenged Emergency Operations Center (EOC) response and recovery functions, while maintaining optimum operational tempo.  ATS utilized digital tools to supplement live-play, executing numerous social media posts within a controllable social media environment.

The earthquake scenario triggered the Garrison’s demonstration of EOC activation, damage assessment, incident command, emergency medical response, external partner coordination, and the establishment of an emergency family assistance center (EFAC) and Recovery Working Group (RWG).  The complex, live-play exercise challenged USAG Fort Belvoir’s ability to process scenario live-play and simulated information from a variety of sources, while integrating response and recovery efforts amongst its tenant organizations and the base community.
