Applied Training Solutions, LLC awarded contract to support the VDEM HSEEP program.
Team ATS, which consists of Applied Training Solutions (ATS) and IEM International (IEM), is pleased to announce that it was recently awarded a contract to provide the Virginia Department of Emergency Management (VDEM) with Homeland Security Exercise and Evaluation Program (HSEEP) support.
The purpose of HSEEP is to provide common exercise policy and program guidance that constitutes a national standard for exercises. HSEEP includes consistent terminology that can be used by all exercise planners, regardless of the nature and composition of their sponsoring agency or organization. The HSEEP Program Doctrine also provides tools to help exercise managers plan, conduct, and evaluate exercises to improve overall preparedness. HSEEP reflects lessons learned and best practices from existing exercise programs and can be adapted to the full spectrum of hazard scenarios and incidents (e.g., natural disasters, terrorism, and technological disasters).
As the VDEM HSEEP program has expanded, so has the need for VDEM’s partners to access the same level of HSEEP support. Through this contract, other state and local agencies and jurisdictions, Institutes of Higher Education (IHEs), and tribal partners are able to access HSEEP-level support for the design, development, conducting, evaluation, Corrective Action and Improvement Planning of state, local, multi-jurisdictional, agency and multi-agency exercises.

In fact, Team ATS has extensive and recent experience applying our expertise to the benefit of the Commonwealth; since 2020 we have supported VDEM, Virginia Department of Health, Virginia Port Authority, Northern Virginia Emergency Response System, Hampton Roads Planning District Commission, Prince William County, Stafford County, Fairfax County, Arlington County, Loudon County, City of Fairfax, City of Falls Church, City of Manassas, Joint Base Myer-Henderson Hall, Fort Walker, PJM, and Dominion Power with All- Hazards planning, SOP development, HSEEP exercises, disaster response augmentation, disaster recovery augmentation, damage assessments, and After Action Reviews.
