Applied Training Solutions, LLC (ATS) performed the Picatinny Arsenal FSE 25 on 25 JUN 25 located in Picatinny Arsenal, NJ. The purpose of the Picatinny Arsenal FSE 25 was to test and evaluate the installation’s ability to respond to and recover from a complex, man-made external threat involving a cyber-attack and active shooter. The exercise also assessed coordination with local agencies and mission assurance capabilities.
The exercise began with a simulated cyber-attack at 0830 hours, causing a power outage. This was followed by an active shooter incident at 0935 hours, triggering full emergency response protocols. The scenario required activating the Crisis Action Team (CAT), Emergency Operations Center (EOC), and eventually the Emergency Family Assistance Center (EFAC) by 1107 hours, with emphasis on virtual coordination, casualty care, and family support.
ATS served as the prime contractor, leading all aspects of exercise design, scenario planning, simulation modeling, social media production, evaluation, and execution. ATS supported the customer throughout a year-long planning cycle, including five milestone planning meetings, and played a key role in White Cell execution and simulation realism.
Microsoft Office 365 (Excel, Teams, PowerPoint, Outlook) was used to develop, manage, and distribute injects and exercise materials.
The exercise effectively challenged USAG Picatinny Arsenal’s emergency management and communication capabilities across multiple agencies and tested core functions such as EOC operations, incident command, MASCAL procedures, and damage assessment. ATS’s realistic scenario planning and technical support enabled the customer to evaluate and validate their plans, policies, and procedures under high-pressure conditions.
