ATS Supports VIBRANT RESPONSE 26 Nuclear Incident Response Exercise

Camp Atterbury, Indiana — April 20–28, 2026 — Applied Training Solutions (ATS) successfully supported VIBRANT RESPONSE 26 (VR 26), a large-scale national defense and disaster-response exercise conducted at Camp Atterbury, IN. The exercise served as the formal confirmation event for the Defense CBRN Response Force (DCRF)/Joint Task Force-Civil Support (JTF-CS), Command and Control CBRNE Response Element–A (C2CRE-A )/ 76th ORC, and C2CRE-B/46th MP CMD, validating their readiness to respond to a catastrophic incident within the United States.

During the exercise, ATS delivered its advanced ATSsim Constructive Simulation environment, replicating the operational activities of the Joint Task Force-Civil Support (JTF-CS), DCRF forces, and Department of Defense Title 10 assets. The exercise was executed under the RMMS contract vehicle and integrated multiple operational systems and tools to create a realistic, dynamic training environment.

The VR26 scenario simulated two devastating nuclear detonations occurring in Santa Clara and Los Angeles, California. The simulated attacks generated widespread destruction, including moderate structural damage within a 3-kilometer radius and light damage extending up to 11 kilometers from each blast site. The scenario also modeled severe human casualties and radiation exposure, aircraft failures resulting in crashes, and a secondary hazardous chemical spill in Santa Clara, California.

ATS utilized ATSsim v3 (ATSsim Training and ATSsim Media), alongside the USNORTHCOM/USARNORTH MAVEN Smart System/GAIA, unit portals, and email communication systems, to support exercise execution and operational coordination. ATSsim provided cloud-based constructive simulation capabilities, replicating friendly force flow tracking of vehicles, simulating mission execution across the Joint Operations Area (JOA), and modeling sustainment activities such as supply distribution and logistics reporting.

Additionally, ATSsim stimulated critical Common Operational Picture (COP) through dynamically updated ESRI Feature Layers, KML, and GeoJSON feeds, enabling participants to train within the same operational environments used during real-world missions.

Exercise officials noted that ATSsim 3.x proved highly effective in supporting Defense Support of Civil Authorities (DSCA) training missions, providing realistic operational data and enabling synchronized decision-making across multiple commands and agencies.

As a result of the exercise, the DCRF, C2CRE-A, and C2CRE-B task forces were successfully certified in all mission areas and confirmed ready to support Lead Federal Agencies during large-scale emergency response operations. All participating personnel and equipment were safely redeployed and completed reset operations in preparation for future mission requirements.
