ATS led the exercise design, development, and scenario planning, along with providing simulation modeling, social media production, White Cell support, and simulation cell management. Our efforts allowed USAG Fort Knox to train on IMCOM core capabilities and test three primary Mission Essential Tasks.
The exercise aimed to evaluate Fort Knox’s ability to respond to and recover from hybrid threats targeting its infrastructure and personnel. It tested coordination with local and state agencies during crisis response and recovery while maintaining mission assurance and community resilience.
Leading up to the exercise, intelligence indicated activities by an extremist group, which triggered increased security measures. Two Vehicle-Borne IEDs (VBIEDs) detonated, causing a train derailment, power outages, a chlorine spill, and casualties. Fort Knox activated its Emergency Operations Center (EOC), coordinated with external agencies, and responded to mass casualties while ensuring continuity of critical operations. The exercise involved first responders, HAZMAT operations, decontamination, evacuation, and the use of a Virtual Emergency Family Assistance Center (EFAC) to support affected personnel.
ATS utilized Microsoft Office365 tools, including Teams, Excel, Paint, Paint3D, PowerPoint, GIMP, Outlook, and Photoshop Online, to create and manage exercise injects and visuals. These tools facilitated seamless communication and distribution of materials to evaluators and participants.
The exercise successfully tested Fort Knox’s capabilities in emergency management, MASCAL operations, communication, and coordination with higher headquarters and external partners. It validated procedures related to lockdowns, incident command, decontamination, and EFAC operations.
ATS’ long months of planning, pre-intelligence injects, and social media simulations added realism, enabling Fort Knox to effectively test their plans, policies, and procedures.
