ATS designs and supports USAG Dugway Proving Ground exercise

SALT LAKE CITY, UT – From July 10 – 15, Applied Training Solutions, LLC, (ATS) successfully designed and supported a critical training exercise for the U.S. Army Garrison Dugway Proving Ground in Utah.  ATS facilitated the Full Scale Exercise (FSE) as part of the Installation Management Command (IMCOM) Military Installation Exercise Program.

The exercise encompassed a one-day wildfire response and active-shooter scenario designed to test the Garrison’s response and recovery mission areas at multiple incident locations across the installation.  ATS initiated exercise scenario conditions for USAG Dugway’s response capability: resident relocation and reunification, personnel injury and fatality, disruption to critical testing operations and degraded installation services.

The (simulated) wildfire scenario triggered the Garrison’s demonstration of EOC activation, establishment of an emergency family assistance center (EFAC) and the deployment of critical transportation resources.  The (simulated) active shooter scenario enabled the Garrison to demonstrate threat neutralization, incident command, emergency medical response and external-agency coordination.  The complex, live-play exercise challenged USAG Dugway’s ability to synthesize information received from a variety of live and simulated sources, while synchronizing emergency management efforts amongst its tenant organizations and their senior leadership.

ATS facilitated the nine-month sequence of exercise planning, design, and scenario development to align with the USAG Dugway Senior Commander’s (SC) training objectives.  The scenario exercised 16 IMCOM core capabilities, resulting in the installation’s ability to meet their five primary training objectives.

The ATS exercise design team employed an exercise control cell to shape, affect and support USAG Dugway’s staff actions and HQ IMCOM’s external evaluation.  Throughout the FSE, the ATS team worked in-concert with USAG Dugway’s lead exercise planner to ensure event injects appropriately challenged EOC response and recovery activities, while maintaining optimum operational tempo.  Additionally, ATS utilized digital tools to model and simulate natural disaster effects, non-participant live-play action, and a closed-loop social media environment.
