CHARLESTON, WV – On July 28, 2021, the West Virginia Joint Forces Headquarters (JFHQ-WV) conducted a collective training event at the West Virginia National Guard compound. Applied Training Solutions (ATS) provided support in exercise design and control and with the use of Verity to provide realistic flooding levels of the Kanawha River Valley in Charleston, WV. ATS personnel also assisted in the facilitation of the tabletop exercise.
The training event was developed to assist in preparing the WV National Guard and supporting agencies for the upcoming Vigilant Guard exercise in August 2021. The tabletop exercise was designed around a significant flooding event in Kanawha County, which would create the need for a whole of government response. More than 10 state and local agencies were involved alongside the Guard, including the WV Emergency Management Department, Kanawha County Emergency Managers, Fayette County Emergency Managers, West Virginia Water, and West Virginia Department of Transportation, in HSEEP training. The event gave the agencies an opportunity to work together and collaborate on their responses prior to an actual incident or disaster.
ATSsim (ATS Simulation Suite) was used to represent flooding levels in and around key terrain and locations that were used in the discussion during the tabletop exercise. The flooding levels were realistic and challenged the participants to think of alternate means for evacuations of the assisted living facilities. ATSsim was essential for keeping the “story” on track for what the training audience was developing.
The collective training event was a critical to train, on a collaborative level, the JFHQ-WV and all the participating agencies for response and recovery in disaster situations. All participants were able to develop critical relationships and key understanding of each organization’s capabilities and limitations in response and recovery. Several key points were identified that will be worked into State Plans for future responses.
