NASHVILLE, TN – On June 6, 2021, the Tennessee Joint Forces Headquarters (JFQH-TN) conducted a training exercise from the Headquarters of the Tennessee National Guard at the MG Hugh B. Mott building, which is shared with the Tennessee Department of Emergency Management. Applied Training Solutions (ATS) provided support in exercise design and control, and with the Compass MSEL tool, which provided quality injects and supporting products for the exercise. ATS personnel also acted as SMEs for subordinate units and the Tennessee Emergency Management Agency.
The exercise was planned to prepare the Joint Adaptive Battle Staff (JABS) for the upcoming Vigilant Guard exercise in August 2021. The JFHQ and JABS were tested on their ability to respond and provide support to State and local agencies with a variety of National Guard resources in response to a statewide flooding incident. Battle drills, policies, and procedures established within the TN National Guard for domestic operations were also tested. Furthermore, the exercise was meant to engage the staff in a collaborative manner to identify gaps in communication and planning across the organization.
The Compass tool was used to provide injects for the training audience, beginning on June 3. The ability to provide leading injects prior to STARTEX on June 6 gave the training audience a sense of realism and allowed them to hit STARTEX running with situational awareness of the impacts of the rain and storm on the impacted areas. It is the most effective MSEL inject tool currently available to execute DSCA training missions.
The exercise was critical to prime the JFHQ staff for Vigilant Guard. They were able to practice drills prior to the August event, especially important given the turnover of key personnel on the staff who have never participated in a DSCA exercise. There were still a significant number of senior leaders within the TN National Guard staff who had DSCA experience especially within the last two years supporting the state with COVID-19 and civil unrest response.
