SAINT ALBANS, WV – The Region V Homeland Response Force (HRF) Collective Training Event took place in Saint Albans, WV 11-14 May 2021. Applied Training Solutions (ATS) provided assistance to the OH HRF in developing the exercise, to include the MSEL, injects, and overall scenario to train staff level officers and NCOs on potential response to chemical, biological, and nuclear attacks within the state of Indiana. ATS also provided technical assistance to observer/controllers and to role players for HICON and LOCON capabilities as well as down-trace units and elements controlled by the HRF.
The purpose of this exercise was to provide participants with an opportunity to review response and recovery protocols, plans and capabilities and to realistically assess their overall preparedness in the event of Chemical, Biological and or Nuclear attack, consistent with real world situations in 2021; to review orders and requirements from civil authorities to plan a rapid and focused NG response to mitigate human suffering and the loss of life. Client was preparing for their External Evaluation in Late October early November of 2021. The scenario was based around three near simultaneous attacks on civilian structures. The scenario simulated the release of 3 different contaminants. The OH HRF conducted staff analysis, planning, and execution all while refining operational drills and SOPs during the exercise to improve overall effectiveness of the organization. The client was to respond to the 3 contaminants with detection, decontamination, and casualty and fatality assistance. Participants included: Participants: OH HRF and their organic Chemical, Biological, Radiological, and Nuclear (CBRN) Task Force, their associated state Weapons of Mass Destruction Civil Support Team (WMD-CST), and their Casualty Assistance Support Element (CASE). Their higher HQ Joint Task Force was simulated, and other support CBRN units were simulated.
ATS provided a robust training simulation for the Region V OH HRF using Verity. In addition to using Verity, Compass was utilized as the inject delivery system for this training event. The outcome of the event overall was positive, and unit was able to utilize this time to work on best practices and procedures. The OH HRF and their organic elements are better prepared to respond to natural and/or man-made disasters in the future.
