REDSTONE ARSENAL, AL – On August 25th, 2021, Applied Training Solutions (ATS) successfully designed and supported a critical training exercise for the U.S. Army Garrison Redstone Arsenal in Alabama.  ATS facilitated the Full-Scale Exercise (FSE) as part of the Installation Management Command (IMCOM) Military Installation Exercise Program.

The exercise encompassed a one-day simulated natural disaster designed to test the garrison’s response and recovery mission areas at 13 incident locations across the installation.  ATS simulated an F3 tornado in the region to initiate focused conditions for Redstone Arsenal’s response capability for personnel with injuries, structural damage, disruption to critical resources, and degraded installation services.

The scenario triggered the garrison’s activation of the EOC, emergency medical response, search and rescue (SAR) operations, establishment of a primary safe haven, and an emergency family assistance center (EFAC).  The complex exercise challenged Redstone Arsenal’s ability to synthesize information received from a variety of live and simulated sources, while synchronizing emergency management efforts amongst its tenant organizations and their senior leadership.

ATS facilitated the nine-month sequence of exercise planning, design, and scenario development to align with the Redstone Arsenal Garrison Commander’s (GC) training objectives.  The scenario exercised 17 IMCOM core capabilities, resulting in the installation’s ability to meet their five primary training objectives.  ATS team employed an exercise control cell to shape, affect and support Redstone Arsenal’s staff actions and HQ IMCOM’s external assessment.  Throughout the exercise, the ATS team worked in-concert with Redstone Arsenal’s lead exercise planner to ensure the event appropriately challenged EOC responses and recovery functions, while maintaining optimum operational tempo.  Additionally, ATS provided the IMCOM external evaluation team with 103 observations and insights based upon interaction with the event participants.
