FORT HUNTER LIGGETT, California – U.S. Army Garrison Fort Hunter Liggett conducted a response operations exercise for a simulated earthquake at the installation, Feb. 25-26, with the full support of ATS – a leading provider of training and operational support technologies for national defense and emergency management.
During the exercise, ATS facilitated a two-day simulated natural disaster designed to test response and recovery operations at multiple incident locations across the installation. The scenario encompassed a 6.0 magnitude earthquake in the region that resulted in personnel injuries, structural damage, disruption to critical resources, and degraded installation services at Fort Hunter Liggett.
For the event, ATS provided expert design, modeling and simulation, and exercise control augmentation for the installation’s Full-Scale Exercise (FSE) under their Military Installation Exercise Program contract with the U.S. Army Installation Command (IMCOM).
The purpose of the exercise was to test the installation’s ability to effectively respond to emergency events. The scenario triggered the installation’s demonstration of Emergency Operations Center (EOC) activation; medical support operations; search and rescue operations; and the establishment of primary and secondary safe havens, an emergency family assistance center and a joint information center. Fort Hunter Liggett leadership also placed strategic emphasis on emergency recovery operations throughout the FSE.
ATS planned, designed, and developed the scenario over a six-month period to align with training objectives that were approved by the Fort Hunter Liggett Garrison Commander. Additionally, the scenario exercised 14 IMCOM core capabilities and five primary training objectives.
ATS employed the Verity and Compass simulations applications – exclusive industry-leading technologies that simulate and facilitate the response to natural and man-made disasters. The web-based software also allowed U.S. Army leaders and the external evaluation team to review installation staff decisions and responses to the scenario.
